Outer Space Treaty and the SALT II treaty agreements prohibit weapons of mass destruction from being placed in space. I propose a global consortium to deploy and control solar concentrators on geostationary orbit for humanitarian use. The main objective being to stop the formation of hurricanes before they turn into Category 5. The concentrated solar beam may split the eye to prevent hurricane formation. Most of the solar energy would be absorbed by the clouds so the ground level would be effected minimum. The solar concentrator could also be used to melt and destroy space debris. Additionally, it can be used to destroy threatening asteroids before hitting Earth.
