As I had proposed in my Nuclear Mars Retriever article, the planetary missions require nuclear propulsion. The biggest objection to this idea comes from the possibility of radioactive fallout in case of an inflight explosion.
I propose a robotic planetary space hub to conduct nuclear propulsion launches at Bikini Atoll. The area was used for many nuclear tests because of its distance to populated areas and is already polluted.
Robotic launch stations should be developed to trigger and monitor the launch from a safe distance. It would be a major Step for Mankind after Armstrong's.
